Two-By-Two, Eyes-Of-Blue: Uncovering The Conspiracy And Future Expansions of 2077 - An Analysis of The Conspiracy, Clues, and Theories to the Future

I think we're all aware by now of the conspiracy that's building in the background of 2077. Most of us know about the mysterious Blue Eyes who appears in The Sun ending to the game. He operates as The Stinger of sorts for (that) ending of the game; He and V discuss a job vaguely alluded to through out the ending sequence and then the ending cuts to V in space charging off towards The Crystal Palace. Cue DLC Hook and credits.
But, let's go back here. This is only the tail end of the conspiracy and where it actually intersects with V's story. Blue Eyes (and some connections to him) crop up multiple times through out the game and, when pieced together, start building a larger picture that runs deeper into Night City than the pockets of most corporats.
I've finished my second playthrough of the game and I've been drafting this post as I play and find more clues. I doubt I'll find everything or might completely dismiss some, but I want to be on the front lines of uncovering this mystery, especially if this will be our Gaunter O'Dim for Cyberpunk 2077. I apologize for the length of this post ahead of time, but I need to summarize a bunch of lore and at least 4 major side-quests; "I Fought The Law", "Dream On", "Full Disclosure", and "The Prophet's Song".
Here's a long essay incoming, but I hope you chooms enjoy and I hope you read through to the end because, oh boy, I uncovered some cool shit!
So, who is Blue Eyes? Who are his contacts? What is his role in the ecosystem of this city?
"I FOUGHT THE LAW"
Let's start with where he most appears in the game; Jefferson and Elizabeth Peralez, political family in the running for Night City's first family. Which I kinda have to summarize their questlines, including the first one which Blue Eyes never appears in. But I'd prefer to go in chronological order and not jump around, so stick with me.
Elizabeth first contacts you for the job "I Fought The Law". It's fairly basic, but the quest tells us she convinced her husband to hire V to look into the recent death of Mayor Rhyne. We get a BD of a cyberpsycho attack by Peter Horvath on Mayor Rhyne. Weldon Holt leaves the room before the attack and then the security gate crashes right before Peter walks in with billions of eddies worth of chrome. The attack is unsuccessful and stopped by Detective River Ward, who was only there because Peter went missing internally at the NCPD and he knew where Peter would go.
When investigating Peter Horvath, his previous boss describes him as paranoid that "probably thought Mayor Rhyne talked to him through the TV" and that the world was out to fuck him. She then mentions that someone "finally saw what he was worth" which cues into how Peter was thrown into this attack in the first place; he had a patron who funded his chrome and the attempt on Rhyne's life. Tellingly, River than goes into a little talk about how clues rarely make sense until put into the larger context, much like we're doing right now.
V goes to the club Rhyne died in; The Red Queen's Race. V sneaks through, takes out some Animals, and can investigate what actually happened to Rhyne. If we read the emails on the office terminal, we know that Weldon Holt arranged for Rhyne to be there. He initially mentioned this to Rhyne during the first BD; Rhyne asked Holt directly to arrange his usual room at the club. So, this doesn't inherently look too suspicious on it's own, but Holt knew where Rhyne would be. We also find out via the Animals Boss there that Weldon Holt is the one who hired them to smash up the club and they're currently waiting around for payment. Further, you can go to the room Rhyne died in, find the BD headset, and put it on... which INSTANTLY knocks V out and they need to be rescued by River (who, btw, takes out any Animals on the property you didn't get to! Ty bro!). They surmise that Rhyne was killed by a virus in the headset. Lastly, we find footage of Detective Han (River's partner) covering up the death of Rhyne. They confront Han, V goes off to the Peralezs, and quest ends.
Of note, finding the BD set is a hidden dialogue option with the Peralezes suggesting, yes, that's the correct deduction to make. You don't get that option otherwise. And V never actually comes to any real conclusion to what happened to Rhyne.
So, let's summarize what we know about the death of our Mayor. Peter Horvath was hired by an unknown Patron who spent a ton of money to turn him into a suicide bomb against Rhyne. They have connections internally to the corrupt NCPD which allowed Horvath to get access to Rhyne, both from escaping NCPD custody and for the security to give him access to Rhyne's conference room. That fails so our mastermind instead assassinates Rhyne at his usual sex club, one that we know for sure Holt knew about. Rhyne is assassinated via malware in a BD porno headset, NCPD comes in an Detective Han cleans it up. Later, Holt hires the Animals to take claim to the club and fuck it up.
Holt is looking suspicious AF rn, but we also don't have any direct evidence and V says as much if you accuse him. Personally, I think it's a little too clumsy if it's him. Holt leaves the room just as an assassination attempt goes down, sets up a sex club appointment for the Mayor where he's successfully assassinated, NCPD covers it up... and then he hires a gang to cover it up more? Something doesn't fit here.
My theory is Holt is innocent. He's a scum bag, but not the culprit here. Why would you EVER give your identity to the Animals you hired to cover up an assassination? The big dumb brutes of the underworld? A name they give up with almost no fight? No, I think someone hired them under Holt's name. And I think they hired them because they KNEW the BD Headset was left behind; Han dismissed it entirely as Rhyne dying of a heart attack brought on during sex. They needed that destroyed to cover the final footprints. It's the only piece of evidence that doesn't have Holt or NCPD's name on it and doesn't fit the narrative that both are pushing. If they're covering NCPD or Holt's tracks, why not delete the emails or footage of Han? And if Holt or Han were trying to push this false narrative, why leave the headset right there the first time?
And, while I have no evidence of this assertion, the Animals are only still there because they're waiting for payment to come in... I think our employer never intended to pay them and left them in the path of V, who is likely to shoot them and tie up the loose end for our mysterious entity. Animals destroy the BD set, V shoots the animals, no trace. And, even if he doesn't, Animals will point V to the wrong person.
No, we've got a third party here. But let's continue so we can finally let our lead actor take center stage.
"DREAM ON"
"Dream On" starts when Jefferson calls V and asks them to help in another case. Long and Short; Jefferson woke up in the night and found a man in a mask (or an implant) standing over him. Jefferson shot the man, only for his head to fry and knock him out. Coming to, he's back in bed with no evidence it ever happened. SSI, their private security, insists that there was nothing on the cameras, no evidence, and nothing happened. Elizabeth claims she slept through the whole thing event.
V investigates the apartment, with Elizabeth giving the tour, and finds a lot of evidence. Elizabeth is kinda dismissive at first thinking V won't find much. First small stuff leading into larger reveals. Let's start small and work our way up.
First room Liz takes us to is the campaign room. She talks about running the campaign entirely out of pocket and having to keep most of their supplies at the Penthouse; "It's cheaper that way". You find a picture of their daughter on the wall and Liz explains that she's off at university in Europe while Jefferson is running for office; "It's easier that way" she says. That phrasing again.
EDIT: A redditor in the comments pointed out that the Peralez are being controlled via drugs in their food as part of the tech. They mention they've been eating fast food lately, explaining why Jefferson was lucid enough to catch the agent and shoot him.
V can look at Jefferson's emails (which Liz slightly discourages them, saying there's nothing there) which reveals a bit more about their campaign. There's a video of the iconic commercial and poster of Jefferson pulling out a gun and shooting a bunch of paperwork. In the email, Jefferson HATES this commercial, but his assistant, Lea Patel, insists on it as it will air in television time slots with action-drama series and catch the attention of voters. Further emails have Eric Boucher, Jefferson's Campaign Partner (Manager?), saying Jefferson has been acting unpredictably lately; presumably referencing one of the next emails. Boucher is confused because they fired Lea Patel together, only for her to continue working and sent him a new ad for approval. When emailed, Jefferson is confused about Lea being fired at all and doesn't remember the event ever happening, even telling Boucher to be honest if he has some issue with her. A final email is from SSI Chief of Security, Wallace, discussing Jefferson's intent to hire a merc to look into Rhyne's death ("Dream On") and they suggest Jefferson drop it or have NCPD or themselves look into it. Private Security just... offering to investigate the former mayor's death? Huh... sounds more like they want to squash the issue to me.
We should now talk about the Peralez's campaign. As you explore the apartment, Liz explains that they're running on a corp free campaign; they want to get Night City out of the control of the corps and do so without ever owing any favors to them. She specifically cites "Night Corp, Militech, and Petrochem" as ones they've denied. Militech and Petrochem come up a few times in other quests but Night Corp is relatively obscure. And they choose that corp to be the first one she mentions? Stands out to me. It also isn't lost on me that we're talking about running a campaign out of pocket and refusing corp assistance... while walking on the fancy ass balcony of a penthouse in Charter Hill- North Oak.
Next room, we find Jefferson's office. Elizabeth and Jefferson both graduated with law degrees from Asukaga University in Berkley. V points out it would be extremely expensive for them both, but Elizabeth says that both got full ride scholarships from the Richard Night Foundation, run by Night Corp. To further fucking cement this moment, there's a Richard Night biography shard on the desk. But we'll drop this for now because I want to get to Night Corp a bit later.
The computer on the office desk has some emails on it sent by Elizabeth. One is between her and Judy where she's asking Judy for help on the original "I Fought The Law" quest and Judy is the one who gave her your contact in the first place. Another is from their daughter kinda asserting the same thing earlier; safer for her in Europe so she's not a target on the campaign trail. And here's the interesting one; Boucher emailed Elizabeth asking why Jefferson changed his mind on Lea Patel. Elizabth says Jefferson explained it to her that it "slipped his mind" and "circumstances changed in Lea's favor" and she asks him to drop the whole thing. She's dismissive and gives extremely vague details.
Next room, Bedroom. Elziabeth's gun is on the table. It's the one Jefferson claimed he fired and scanning it tells us that it has been fired recently. We also find the wedding photo of Jefferson and Elizabeth where she fondly talks about having blue roses because she loves them so much... except the photo's roses are red and V says as much. Elizabeth quietly corrects herself that they only had red roses instead and moves on.
In the hall, we find the blood trail and gun shots in the wall; both covered up hastily. Following the trail, we enter a tv room. The Smart Glass isn't working and Elizabeth says it stopped working recently; not like they use it much anyway. Passing a Tech Check lets us try and fix it... only to be quickly blacked out by it so hard Johnny felt it too. V asks Elizabeth about it but she doesn't know what V is talking about despite having been standing right there. We also find a hidden door in the wall. Unlike earlier, Liz is actually confused by the door but demands V try and open it.
Downstairs we have the security room. Liz says that it used to be her place but "Security had to set up somewhere" and that she had to make sacrifices for this campaign; "it wasn't the first nor will it be the last". One computer has a Welcome email from SSI to new recruits. It details that they have access to all areas except Section Zero, which is reserved for Blue or Black agents and that, should the encounter a Blue or Black Agent (SPECIFICALLY "in the night"), do not interact or acknowledge them. The next email from Wallace mentions an accident where there was a "behavioral anomaly" and "ALPHA" injured a Blue Agent (BLUE-66M) who is in critical and the SSI head is requesting access to Sector Zero to give medical aid. SSI gives Wallace the code to Sector Zero and sends a team to aid. SSI knew about the accident and lied. You go to the second computer, unlock it, and can unlock the upstairs door. On that terminal is a bunch of deleted files (presumably the security footage from that night) and emails discussing "normal maintenance procedure" and further informing security that ALPHA (Jefferson) hired a merc (V) and, should security encounter them, do not interact with them.
Small thing I found interesting, a shard called "You Are What You Slot" is found down here too. It details a fictional assassin who kills and then steals the identity of her victims. Small and doesn't mean much on it's own, but the shards are hinting at the story here; one of false identities and manipulation.
Now, let's get to the main event; the secret room. Inside is a control center. Elizabeth is horrified and feels violated. She shouts that she's not letting SSI anywhere near them, only for her head to start hurting and she tells V to do what he needs to do. She leaves him. Inside the control room is a box of bloody medical supplies. The computer discusses "behavioral norms" for ALPHA (Jefferson) and suggests amplifying "neural dampening". It discusses things similar to Wallace's terminal, but from the other side; ALPHA is displaying odd behavior by hiring a merc, the SSI teams avoided meeting the merc, and then the actual accident that occurred injuring BLUE-66M during regular 'maintenance'. The other side of the room also has another data shard, "Rewriting Synaptic Pathways", basically talking about using tech to rewire the brain a bit.
Following some wires from the control room to the roof, we find a signal dish. Johnny (replacing Elizabeth for conversation now that she's gone), joins in that the tech looks prehistoric but functional and that Militech used it in the war; it requires line of sight to transmit data but otherwise can't be intercepted. We can see the tower and go to investigate. V tells Liz the whole deal; V can suggest that the Van near the tower could be SSIs or that it might not be due to unconventional tech. Liz then itterates twice that it's a stressful campaign time for Jefferson and V should talk to her, NOT him. "Sure, whatever" V and the player dismiss.
(I SWEAR WE'RE ALMOST DONE WITH THE SUMMARIZING FOR DREAM ON, I'M SO SORRY.)
We drive after the van, Johnny is suddenly excited for smashing a corpo conspiracy and iterates that citizens do not choose their representatives, instead they're chosen by "key players" who watch the Peralezes for weaknesses or blackmail material. We arrive at the facility patrolled by Maelstrom and the occupants of our van park, get out, and climb ladders to the roof where they get into an AV that is cloaked to be near invisible (as shown in a couple of vids on YouTube and this subreddit).
At the place, Maelstom is explained; "UNKNOWN USER" contacted them while driving the van for protection to take care of V and then destroy the van. Van's data makes it pretty clear; the Peralezs' minds are being manipulated, new neural pathways are being created, and their memories are being created, changed, or erased. There are also a couple of other names of other test subjects. The data is then erased. We do see an almost flower like symbol before the data is destroyed.
The agents on the cloaked AV CAN be killed and do drop a shard, thought it doesn’t have many more details, merely that they’re contacting HQ to arrange extraction and that the Van’s data should be destroyed and echoing the arrangement with Maelstrom mentioned earlier in their shards.
V calls Liz, Liz wants to meet in person instead of over holo and send him to a Japantown Raman shop (same one that used to be Rainbow Cadenza, coincidentally). Odd choice for an upstanding congresswoman. She says her nerves are shot, the ramen shop is a quieter place to meet than the apartment, and she needs a moment to gather herself since she last saw V, with V even asking if something has happened since they last saw each other. Of note, Liz is stress smoking the entire scene, something she hasn't done until now. She then explains, no, it's been over a longer period of time. She's been watching her husband change and act differently for awhile; he stopped reading, his taste changed, and he even insisted he was an only child and never had a bother when Liz asks about visiting the grave. Of note, yes, Antonio Peralez has a Columbarium Vault, which proves Liz is correct on this. She confesses that she herself has been told by others she's been acting strangely. V says she knew what V would find and she asserts that she doesn't know the who, how, or why, but "they're changing us". Jefferson apparently went on in great detail about a trip she swears they never went on, but she doesn't know if the vacation is a fake memory or if she's the one that doesn't remember.
She saw a stranger in their apartment tinkering with a monitor, only for him to be missing when it was reported to SSI and they looked at the feeds. The next day, she got a phone call from a stranger (whom she refers to by "he") saying that she's walking on thin ice and Jefferson could have an accident. They later erased all data that the phone call had happened. Elizabeth claims she's terrified for herself and her husband's safety and doesn't want V to reveal the truth. V points out "they" could be telling her to say that but it doesn't really change how she feels since she just wants Jefferson to be safe. She tells V to tell Jefferson it was SSI spying for Holt. She asserts she wants SSI out of her roof if they're spying on their sleep. She will take responsibility for firing SSI, but wants Jefferson to be safe and out of that fight. She adds a meeting with Jefferson to his calendar at Reconciliation Park. But, ultimately it's V's choice (especially since she has no idea if she'll remember the conversation) and leaves. Johnny jumps and and talks and mentions that there were talks like this back in his day and worrying about the damage a puppet mayor could do.
V heads to Reconciliation Park to meet with Jefferson. Entering, V is called by an Unknown Number which blacks out V's optics. They claim to know who V is, *what* V is, and what V wants. It doesn't matter what V tells Jefferson, but "don't dare cross that line" and "you're playing with fire". Its a garbled male robo voice, so safe to say it's irrelevant to the owner.
Enter Stage Right, our missing lead; Mr. Blue Eyes. He is standing on a balcony watching the place where we meet Jefferson. In the Scanner, he is labeled "Mr. Blue Eyes", has no known affiliation, is wanted for "SC 370", and is wanted for "Classified". His eyes are electronically glowing blue you can even see from several yards away. You cannot injure him as grenades do nothing and you can't aim at him. Of small note, and I don't know if this ACTUALLY means anything, but his hair style asset is referred to as Morgan Blackhand in the files, but could mean nothing if this hair is actually used by other NPCs. MOST LIKELY THIS IS NOTHING UNLESS SOMEONE HAS FURTHER INFO.
(Plot twist: It meant something. But we'll get there.)
V sits with Jefferson and can reveal the truth; "SSI is on the take from an unknown group to control your lives". V can even point out the absurdity of Peralez being as successful of a politician as he is without any corp sponsors. "They want you to be *their* mayor. Molding you like clay". You can tell Jefferson how to proceed and additional details, but it doesn't matter. Later, Jefferson will send a text and delete your number and so will Elizabeth, who will call you out for telling Jeff. In the end credits voicemails, Jefferson has decended into paranoia about some vitamins Liz gave him which he didn't trust so he sent them to the lab, only to then not trust the lab results saying they're fine. Jefferson Peralez is confirmed the new mayor during Late Act 2 and the major difference is his state of mind at the end game; either hiring V to be on his security staff or descending into absolute paranoia over everything in his life.
Lastly, Johnny appears and cryptically talks about back in his day when they'd talk about rogue AIs. Personally... I kinda completely dismiss this? It comes out of nowhere, Johnny cites NOTHING for why he'd bring this up in relation to the case, and I can't fathom a motive. I’d also point out that this isn’t the only time Johnny is outright wrong. In fact, he’s wrong A LOT in the game. For example, he criticizes V for listening to the Netwatch Agent and that he’s bullshitting you. Except, the agent is 100% correct that VDB did spike V as a suicide virus and Johnny is actually wrong. He also claims he doesn’t know what happened with Thompson after Never Fade Away, but this is a lie because Thompson is flying the AV Johnny takes to Arasaka in 2023. The only connection I can find is "Who is controlling Blue-Eyes" which might make Johnny correct, if just not in the way 'Rogue AIs' initially implies.
So, what actually has happened?
The Peralez family has been molded for a very long time into being the perfect political couple. They got scholarships from the Night Foundation for two fancy law degrees, have successful political careers, and Jefferson is running for Mayor on an anti-corp platform, an insanity for Night City. And he's actually successful at it. During a maintenance service at night on the Peralez's apartment, Jefferson woke up and shot an SSI/Unknown agent making repairs. The Control Booth knocked Jefferson out and they pulled the agent out of the apartment into the secret room. SSI put the Peralezes back into bed and hastily cleaned up everything, but the damage was done and Peralez hired V who uncovered mostly everything.
Elizabeth seems to be initially very upset by the discovery, but wants V off the trail when we meet her next. However, she's not in on it as she's equally a victim to the brainwashing/gaslighting and that's for certain. I think she's a pawn who is either too scared or too programmed to break the rules of movement on this chessboard. It's worth noting that, while the unknown entity threatens Jefferson's life and V's well being, they do not make due on either of these threats. I call their bluff. They have put too much work into Jefferson to abandon or kill him.
But, where else have we heard of this gaslighting brainwash process before?
"FULL DISCLOSURE"
Ok, we're on the shorter end so I don't have to actually explain this quest in full. Sandra Dorsett is a netrunner and a very skilled on at that, actually collecting data from Night Corp. She was kidnapped by the savs we rescued her from at the beginning of the game shortly AFTER she stole this data, suggesting Night Corp was behind it. This data is on the shard she asks you to collect during the aforementioned quest. V has full ability to NOT read it, but let's look at it; "Operation Carpe Noctem" ("Seize The Night" in Latin)
Described in it is an experiment on Night Corp's own employees where they are quietly brainwashing them and getting them to do whatever they want. They specifically cite an empathetic and calm employee who they got to fight a co-worker and then jump from a 16th floor window. The shard ends on mentioning that they're ready to install CN-07 on "our actual target".
I think multiple quests discussing brainwashing and gaslighting is too coincidental to be utterly unrelated to each other. I think Night Corp's actual target mentioned here is Peralez.
So, what is Night Corp?
Night Corp is the most mysterious of the corps in Night City. It currently operates to better Night City via philanthropic ventures, fundraising, community support, and city infrastructure. Basically, while Militech and Arasaka and the others operate in the city, Night Corp basically RUNS the actual city. They're also noteworthy for the level of security they have that even the best netrunners can't get much from them and, since they keep to themselves and seemingly just do city infrastructure stuff, no one really super bothers them. It has been run by Miriam Night, wife of late-Richard Night, until recently and we currently don’t actually know who runs NightCorp.
Originally, they were the Night Foundation, but that requires explaining Richard Night... oh boy, Lore Drop. I'll make it quick as possible.
Richard Night is the founder of Night City. He started as a partner of a firm, but his ambitions grew beyond that to founding "Night International" to build his dream; a city that would be so grand it would make all other cities pale by comparison, Coronado City. A capitalist mecha of opportunity, Night City would be run by corporations and have next to no anti-business policies on the books. Arasaka, EMB, and Petrochem were his first backers and he came into claim of land on the central-California coast; Del Coronado Bay and Morro Bay would be the location of his dream city.
(BTW, irl, Morro Bay, California is a real place. Been there, have family there, go there regularly, kinda cool!).
Despite being a capitalist mecca city and run by corps, Richard Night also dreamed it to be "A sprawling metropolis, free of crime, of poverty, of debt. A place where people could live safely, peacefully, without having to worry about the dire situations that were growing around the world at the time".
However, due to the design plans, Night didn't employ local contractors and instead got expensive architects and builders from all over the world. Local builders didn't like that, they had mob connections, bloodshed started. And soon Richard Night was murdered by an unknown assassin, presumably a mob hitman. The city was renamed Night City in his honor and his dream utopia became to embody everything that was destroying the world. Mob took control and corps didn't give a fuck since it didn't hurt them any until they eventually had to take out the mob gangs, but not in any favor to Night’s dream either.
Miriam Night, Richard's Widow, founded the Night Foundation (later Night Corp) to stick to Richard's Ideal dreams of what he wanted the city to be. They invest heavily in ecological research, alt power sources, civic infrastructure, public works, and charities and scholarships for Night City youth. "They've even managed to stay out of the normal corporate power struggles which tend to plague every other corporation, both inside the city and out. Even the shadowy corporate rumors about them, like having underwater bases in the bay or access to orbital satellites, remain unsubstantiated despite extensive investigation."
So, where does this put us now? We have ONE last quest...
"THE PROPHET'S SONG"
Garry The Prophet is our local crazy man. He spouts off insanities to anyone who will listen near Misty's Esoterica in Kabuki. However, some of his ideas aren't quite as much off the mark as one might think. There ain't no technonecromancers from Alpha Centuri (or Spanish Inquisition) nor is Saburo Arasaka an immortal vampire, but he was correct that Saburo wasn't dead and in fact immortal; via Mikoshi and The Relic.
He send you on a quest to investigate a meeting; he says that his ripper mistuned some cyberware in his head and he can hear their communications. You show up to a meeting between corps and Maelstrom. They say some nonsense phrases and transfer a data shard. Reading it ("Destroy After Reading") it seems like nonsense. But does include the line "The cages of men melt as night descends". You can decode it via a Null Cipher; first letter of every line: “Project Oracle Command Execute Plans”.
We don’t know what Project Oracle is. In real life, secret project or operation names actually tend to be chosen at random and are unrelated to the actual project (you can google funny stories about names that ended up awkward to the actual project), so this could mean nothing. But, narratives tend to give meaning to everything. Oracles are mythical in references and could predict the future or see the unseen. Perhaps perfect prediction via behind the scenes manipulations? Not sure we’ll get answers on this one for now.
Going back to Garry, he's been kidnapped. His protoge is screaming he's been kidnapped "Black suits came by - blue eyes and all". Blue Eyes huh? Further, she claims that they threw him into an invisible AV... Huh, like the one we saw back during "Dream On"? "Night's comin... The eternal night"
So, it’s time to jump us to the final step in our Fool’s Journey: The Sun.
“THE SUN”
The Sun ending has V wake up in their new penthouse apartment (with their love interest if they have one). Checking the computer, we see emails from our dear Mr. Blue Eyes. He wants an answer from V as to the job to the Crystal Palace he has planned and that they’re on a tight schedule for “obvious reasons”. We meet with him at the Afterlife and he talks about the job; Casino security is going into maintenance and V mentions giving him the casino client list. Your love interest doesn’t seem to be too upset about the situation either. Panam and Judy leave V in The Sun due to their lives taking different directions, but it seems mostly amicable and understanding. They even express desire to see V again because they know V needs to do this job. Kerry, who stays with V in The Sun and expresses worry and also a desire to settle down with V, also seems mostly understanding that V needs to go on this quest. I don’t think they’d be so calm and loving and understanding if this were a suicide run. They know more than the player does.
Further, I think Blue Eyes isn’t after the casino aspect of the Crystal Palace at all. While that’s the major commercial aspect of the station as marketed to the citizen world, the station also has embassies from every nation on earth, facilities from all the major corporations, and is pretty much THE place where all the dark corporate espionage goes down. While The Star takes V to Arizona and away from Night City, I think that choice of location is appropriate as, to even get to space for The Crystal Palace, citizens go from LAX to Arizona for a space port to launch them off Earth’s surface. They could have chosen anywhere else to send Panam and V, but they choose Arizona, huh. I do think Reaper, Temperance, and Devil will be locked out of this future, however, as all make any point of Blue Eyes hiring V irrelevant; there’s no V left to hire/save. MAYBE a rejected Devil ending, but I wouldn’t blame them for not continuing that conclusion either as Devil is one of the bad endings.

Saturday: three days of mourning

From Saturday to Monday, the country pays tribute to those who died in the war. Pashinyan and other officials participated in the memorial march to Yerablur Pantheon. Some opposition outlets had earlier claimed that Pashinyan would skip the march and use his father's death as an "excuse".
During the march, a group of anti-Pashinyan activists blocked the crowd from moving forward. The police were involved to clear the way. The PM spoke with families of fallen soldiers and laid flowers.

We will need a comprehensive evaluation of how and why things developed and ended that way. We must face the reality and admit that we have made mistakes for many years, the mistakes we have made have been systemic, conceptual, substantive. This cannot be a result of one person or events in just a few years.
Did I understand all this while taking office as Prime Minister? Of course. Was I trying to change the situation? Of course. I am now more convinced than ever that there was simply no time to stop the spinning wheel of history.
The borders in the Syunik sector are being adjusted, or rather, the Armenian Armed Forces are being stationed on the internationally recognized borders of Armenia (there were no soldiers here before because Syunik was not bordering Azerbaijan before the war). This process changes certain setups we're familiar with, introduces inconveniences, complications, and emotions. In reality, this is being done to ensure and strengthen the safety of Syunik.
How? In areas outside of the Republic of Armenia, there was a high risk of military actions, which could carry on to Syunik with all their consequences. By doing the border demarcation of our internationally-recognized lands, we are introducing security assurances. Additionally, Russian border guards are already stationed in some parts of Syunik, which creates a whole new situation.
The demarcation can complicate travel on some roads, but these are issues that can be resolved by having an AM-AZ-RU document (specifically about road safety).
Not one millimeter of Syunik or Republic of Armenia land has been conceded. Any claim to the contrary is simply false.
The people, only the people, should decide the fate of the government and not the elite circles. My November 18th Roadmap will address post-war issues and establish internal stability.
"Let's build Armenia anew." I chose this slogan before the war to guide Armenia's transformation strategy. And this formula is useful for our future as well. We have to perceive the world in a new way, we have to look at what we have to do in a new way, we have to re-evaluate our capabilities in a new way, first of all in education, science, technological development, we have to build our dream anew, and we have to dream anew.

A group of protesters, lead by the city's deputy-mayors, closed the Goris road so Pashinyan couldn't enter the city. The police were involved, there was a scuffle.
Goris mayor ex-HHK Arush Arushanyan was taken to the police station earlier that day and charged with attempting to organize an unauthorized event/protest (Code 34-2251) to prevent the PM from entering the city. HHK and BHK officials gathered outside of the police station to show him support.
2010 border demarcation law, the "GPS" myth
Pashinyan met the crowd in Sisian. One of the opposition's complaints has been "GPS is inaccurate and cannot be used for demarcation", to which, Pashinyan answered, "[the demarcation] is done multiple times, with different methods. There is no issue in this regard."
Pashinyan: There is a lot of talk about *"giving away" Syunik". In fact, it is quite the opposite. When we deploy our border troops in accordance with the Armenian border, our level of security increases because that border also becomes the border of the security system of which we are a member.
The demarcation is carried out following the law adopted in 2010. The issue is that the current borders, the description of the administrative borders of our communities, were clarified by the law on the "administrative-territorial division of the Republic of Armenia", adopted in 2010.
In that law, for example, villages Khndzoresk and Tegh were drawn to include borders with Azerbaijan. The government in 2010 had accepted that demarcation; now we're facing problems here. And today, some of the people, who ask why and how the borders are being demarcated this way, are the same officials who were public officials in 2010, who adopted this law.If what we're doing today is "treason", then what happened in 2010 is even more of a "treason".

Pashinyan: why didn't CSTO act during the war? For the same reason: our 2010 law states that this is what our official Republic of Armenia border is and that anything beyond Tegh village is Azerbaijan. He said there were families and supporters who wanted to meet in Goris, and that one of the reasons the road was closed to possibly prevent that from happening.

While in Syunik, Pashinyan entered a church and lit a candle in memory of the fallen. Upon exiting, he came across priest Pargev Zeynalyan. Pashinyan raised his hand to greet but the priest let it hang in the air. Pashinyan left.
A church representative said the priest had the right to express his political beliefs.
That didn't prevent the crowd, angry at the priest's conduct, to march to the church and block its entrance. They wanted to kick the priest out. The police told the crowd not to enter. The priest refused to meet the protesters. The protesters left and promised, "not to allow the politicized priest to enter that church again".
The priest denied subsequent false rumors about police allegedly raiding his house over the incident. (of course, gotta throw a couple of fake news here and there for "political persecutions" illusion)

border demarcation: Shurnukh border village suburbs

Mayor of border village Shurnukh, Syunik: The 12 houses in the lower suburbs, which according to rumors were supposed to go under Azeri control, will stay under Armenian control, according to the latest updated information. First incident. Former regime's activists attempted to prevent Pashinyan and tens of thousands of participants from marching to Yerablur Pantheon on weekend. During the incident, they identified a journalist from "Azatutyun" (pro-western) and began assaulting him. (Azatutyun office was also raided by supporters of former regime on November 10th).
Second incident. 5TV is owned by Kocharyan's friend. It has a record of manipulating interviews and information in general (e.g. the March 1st documentary). Some people don't like them for this reason. 5TV reporter was cussed by Pashinyan supporters, while QP MP Andranik Kocharyan refused to take questions from him.

HR Ombusmn: Five foreign and two Armenian reporters received severe injuries during the war. One reporter was killed. They were targeted by Azerbaijan intentionally. 62 Armenian soldiers remain encircled/captured near the Khtsaberd village after the previous weekend skirmishes in the narrow strip of land held by Armenia west of the Shushi-Hadrut corridor. "They are alive and well."

felony investigations post-war / SIS launches an investigation to examine:

1) Reports of officers disobeying commands during the war, and desertion. 882 cases are being examined. Dozens have been charged.
2) Several civilian and military individuals intentionally spread alarming information to create panic among soldiers in the front lines (Vitalik's friend's incident, possibly), and claimed that the war was already decided, it was a conspiracy, and that it was pointless to fight. There are multiple felony cases regarding this. Investigation continues.
3) A felony case is launched against an officer who refused to do his duties in the southern part of Artsakh. (if this is General Movses Hakobyan, expect him to cry "political persecution" because he was the first one to give a press conference to create a narrative, a-la Dodi Gago).
4) Investigations over claims made by General Movses Hakobyan on November 19th. We're investigating a group of high-ranking officials for possibly violating protocols set by the Defense Ministry, which lead to reduced performance, which impacted the outcome of the war.
We are also examining the reports, submitted by various political parties, to investigate the $5 billion offer that was made to Pashinyan by Aliyev (the offer Aliyev made to Serj and Pashinyan to give away 7 regions without a fight).
5) A felony investigation was launched [to investigate Pashinyan] after [former regime figure] Garnik Isagulyan claimed that Pashinyan took a $48 million bribe from Turkey and that his NSS chief Qyaramyan gave away 1400 passports to Azerbaijan, and helped Azeris to invade Hadrut. Isaghulyan was invited to SIS to provide evidence; he refused. The examination found no proof of these claims. A felony case was launched against Isagulyan himself for making false reports.
6) There were multiple reports in mid-November that Shushi was "sold" and an order was given for soldiers to deliberately retreat so Azeris could take it. This was investigated by SIS and NSS, courts were involved, reports from various media outlets are being investigated, including Arayik's leaked phone call and General Samvel Babayan's "post-mortem" interview.
Additionally, there is an investigation of the embezzlement of property belonging to the army.
Besides investigating these claims, we will also investigate their impact on the final outcome of the war.

The Public Utility Commission decided to keep the electricity prices the same for low-income families, and 90% of those who consume less than 400 kW/h. The large-scale consumers will see AMD 3 increase. The rate will go into effect in February. (the nuclear plant will be closed for much of the year for the final big renovation; there were talks that it could impact prices)

What life is like in Terrace bc

So I hope this makes it to the top of Google one day and can help another human being kind of understand what the vibe and feeling living in terrace is like. I know for myself I looked online and you can find only so much. So I'm going to try and get into some detail of what the lifestyle is like out here. I myself have only lived here for two years and I know what it's like to start fresh here.
I'll start with work, there is plenty to go around. If you don't mind picking up what you have to to get by. There is tons of service jobs available tons of shops in the general idea as Kal tires and parts shops for the trades. If you have and carpentry experience like myself you will find a job with in your first 2 weeks. ( Happened to me). I'm sure the other trades have plenty of work also. the LNG just opened, well approved a while ago and if your into the camp lifestyle they look for workers in Al aspects you can work in the camp as a cook house cleaner other services ( good for a woman). If your a guy the posibilitys are endless. Start wage for labour is like 27 bucks, you'd also be looking at a 2 week on 2 week off roatation. The LNG is located in kitimaatt which is 45 mins away. If you don't want to stay in camp you can bus back and forth to terrace. Also if anybody's from forestry we have a mill to work at too.The town is a growing town and will be for a long time. Lots of work here. Lots of oprutunity.
The outdoors/ scenery Terrace is a beautiful and jaw dropping place to live. There's mountains and lakes everywhere. When I first moved here I got a mountain resort vibe it was super cool. Lots to do in both summer and winter. The temperature in the summer is very nice if you like warm but not 30° warm. Many lakes and great beaches are just a drive away. Some you can get to by town on foot so no vehicle needed. Anywhere down by the skeena river is great. I'm not much of a offroader but from what I can tell alot of people do that. Lots of trails lots of mountains to climb with you side by side. The amount of hiking here is ridiculous. Easy trails to expert also rock climbing is huge here too. Also with beginner to expert levels to suit everyone's need. We have some world class biking trails too, once again from beginner to expert. If you commute on bike there's not many hills in terrace or south side. Defined by our over pass for the trains. Even if you live out in the surrounding are known as thorn hill. You only have a couple big hills and that's all. We have world class fishing available here too for part of the summer. Depending what you want to catch. If your an ocean Fisher price Rupert ( BC's North Port) is only 2 hours away and the drive there is top 10 most beautiful drives in Canada. (AMAZING) we have a holiday in the summer called river boat days and it's basically a whole week of events from drag racing hit to pass they drop a bunch of ducks down the river and if you $20 duck wins you usually get a boat as a prize. Pay 5 bucks to shoot a gun. And after all that. bands play in the park and venders set up. Feeling like a festival. Winter things to do is obviously shames. Many mountains to sled. The winters here are mild rarely going under 12 we do and don't get much snow depending on the day. We have late falls here and early springs. We actually have 4 seasons. We have apple trees and the town is litters with cherry trees. Lots of mushroom picking if you like that. So much that people make a living by doing just that. 20-40k in a season I've heard. ( I'm a northern boy and a brought my parka down here I actually had to sell it because I didn't need it. Was a 600 dollar jacket) it does rain alot here so get ready for that. Last year it was hot and no rain all summer long and this year it was nice for 8 days. You must remember that this is a temperate rain Forrest. The leaves! Omg! You see all the colors the mountain is a spectrum of oranges and reds to browns. Not much beatle kill around here too so in the summer it's just green it's beautiful.
Life style and general mood One thing that is different from other places. Is the town shuts down fairly early. Most restaurants are closed by 8. Not all but most. Some that stay open late are pizza hut Mr Mike's bosten pizza an dominos. Those are the main ones. For fast food we have Mc Donald's a&w taco bell KFC subway DQ Tim Hortons. And that's it. Ever major banking institution we have. We have a pool 3 different gyms. 2 are 24 hr. We have a Walmart a whole sale saveon Safeway for groceries. Lots of liquor stores where you can build points on every order and use those points once you have enough funds. We have vape shops and like 5 weed shops now lol. Marks warehouse. A board shop and an outdoorsmen shop. 4 thrift shops. Many gas stations. Lots of drop in sport to do as well ice skating base ball basket ball tennis badminton hockey. We have a community center that's where artists come to play music like snack mad child Merk. And others. There's a farmer's market at the park every Sunday. Lots of Nick backs and fresh produce. We have like 5 food trucks there usually scattered through out town we have a nice two screen movie theater with a couple arcade games. Everyone is super friendly in terrace.. more so that I've seen from living in different places all over BC. The schools are close elementary middle and high school. They have an amazing trades school here at the college( if your looking for funding and you live here and plan on going to LNG they will find everything for your 1st and second year. Which is amazing) we also have other college classes. A bus that goes everywhere for 2 dollars. You can even get to Kitimat on the bus for only 2 bucks. The night life! What every 20 something is woundering! So we have lots of pubs and a couple bars 1 casino and one club if you will. The pubs all have great food none that I didn't like. The casino is your regular slots sometimes poker games are held. Video poker and video black jack the food there is great! The northern ( what you would call the party spot or club ) is great they usually have a live band on the weekends along with a dj. It's greasy but it fun I'm sure I don't have to say much else. It's got 2pool tables there also. The best thing about all these bars in terrace is they all have their own shuttle service FOR FREE they even pick you up at home and drive you to your destination making bar hoping extremely easy and there really is no need to drink and drive!
The bad and ugly.
There is a homeless problem lots of people wandering the streets. People passed out on the side walk. People pushing carts full of their belongings. Some street people are annoying. Mostly keep you themselves tho. Drugs are rapid here there is no shortage. If you don't get into that life it won't ever find you tho. You have to look for it. We don't have major business like Cosco or anything like that. Buying furniture here is through the roof. Buying a home that's okay starts at 400k the town is going to get worse as the LNG keeps going through. Not much of a fancy dinner date town. Town closes early. Very hard to get a family doctor.
Annnnnddd that's a ramble. I missed a bunch of things I'm sure.

Travel Guide to NFL Draft 2020 in Las Vegas

Howdy Raider Nation,
I'm seeing a couple posts here about the draft coming in April and I wanted to offer some advice as a local and employee on the Strip:
Hotel/Rooms:
Current rates are anywhere from $200 (ExcalibuLuxor) to $400 (Caesars/Venetian) so I'd recommend booking soon. You're paying for location and proximity, being bluntly honest: no room here will be worth $200. Beware booking a suite!! We're a gaming city so casino players and famous people WILL get your suite and the hotel will downgrade you if it means more gaming revenue or a famous person pays enough.
AirBnb is an excellent alternative because UbeLyft can get you to the strip in 15 minutes from most anywhere in Las Vegas, but I'd recommend booking on the southwest/southeast side as they have easier access to the 215 and 15 freeways. North and East are not great parts of town, but housing options are closer so proximity may be worth it to you.
Transportation:
The strip is scheduled to be closed at least from Harmon to Spring Mountain, potentially even farther south, and many side roads will be closed as well. I highly recommend against bringing your own vehicle and trying to park. You'll deal with insane traffic AND have to pay for parking ($15-$35 depending on property).
As noted above, UbeLyft are super convenient but recently they've increased prices during big events. I'd still recommend it over taxis (they like to take the "scenic route").
The Monorail will be a very useful option to avoid traffic as it runs North/South, will have stops outside the road closures, and has a stop right next to the Main Stage (where all the picks are announced). It has a cost but discounts for Daily passes.
Miscellaneous:
Nashville had approximately 600,000 attendees at the 2019 draft. That's double what Vegas does on New Year's Eve. Conservative estimates are at 400,000 with some estimates at over 1,000,000. It will be busy.
Many may already know, but you can carry alcohol publicly on the strip. Drinks will be at "resort pricing" so I'd recommend a pre-party and a Big Gulp of your favorite beverage so you can go mobile and save some cash for that sweet, sweet merch!
Marijuana is legal in the state of NV but beware most properties have strict no Marijuana policies. They will not confiscate it, but they will trespass you. Trespassing means you cannot return to that location or Metro will arrest and detain you. If you opt to stay in a hotel, note that most Hotel Non-Smoking policies consider possession as violation of the smoking policy with smoking penalties starting at a minimum $500. Stick to vape pens or keep it in your car to be safe.
The Black Pearl is located off the strip, you'll be able to see it from the freeway if you're coming from California. Definitely worth visiting as even incomplete, it's gorgeous and badass.

Some of the stories below involve the virus, but I chose to include them when it fits into one of the pre-established categories (like congress or immigration). MAIN COURSE

Congress passes stimulus

Last week started out with a Republican-crafted stimulus bill that was twice-blocked by Senate Democrats, who objected to the lax conditions of aid to corporations, too little funding for hospitals, and a $500 billion “slush fund” for big companies to be doled out by Treasury Secretary Steve Mnuchin with no oversight.
Conservative-Democrat Joe Manchin (WV) even criticized the GOP bill:
“It fails our first responders, nurses, private physicians and all healthcare professionals. ... It fails our workers. It fails our small businesses… Instead, it is focused on providing billions of dollars to Wall Street and misses the mark on helping the West Virginians that have lost their jobs through no fault of their own.”
Through negotiations, Democrats shifted the bill in a more-worker friendly direction. The version that passed includes the following Democrat-added provisions: expanded unemployment benefits, $100 billion for hospitals, $150 billion for state and local governments, direct payments to Americans without a phase-in (ensuring low-income workers get the full amount), a ban on Trump and his children from receiving aid, and oversight on the “slush fund” (see next section for more info). Senate Democrats also managed to remove a provision that would have excluded nonprofits that receive Medicaid funding from the small-business grants.
Echoing sentiments expressed during debate on the previous coronavirus bill (the second, for those keeping track), Republican senators derided the $600 a week increase in unemployment payments as “incentivizing” workers to quit their jobs. Sens. Ben Sasse (Neb.), Rick Scott (Fla.), Tim Scott (S.C.) and Lindsey Graham (S.C.) delayed passage of the bill in order to force a vote on an amendment removing the extra unemployment funding. "This bill pays you more not to work than if you were working," Graham said. Fortunately for American workers, the amendment failed and the improved bill passed the Senate and the House.

The giveaways in the bill

While Senate Democrats were able to add worker-friendly provisions, the bill still required bipartisan support to pass the chamber and some corporate giveaways remained in the final version.

Trump’s signing statement

While signing the latest coronavirus relief bill, the president also issued a signing statement undercutting the congressional oversight provision creating an inspector general to track how the administration distributes the $500 billion “slush fund” money.
The newly-created inspector general is legally required to audit loans and investments made through the fund and report to Congress his/her findings, including any refusal by the executive office to cooperate. In his signing statement, Trump wrote that his understanding of constitutional powers allows him to gag the special IG:
"I do not understand, and my Administration will not treat, this provision as permitting the [inspector general] to issue reports to the Congress without the presidential supervision required" by Article II of the Constitution.
The signing statement further suggests that Trump does not have to comply with a provision requiring that agencies consult with Congress before it spends or reallocates certain funds: "These provisions are impermissible forms of congressional aggrandizement with respect to the execution of the laws," the statement reads.
While some have said that Congress fell short in this instance, one Democratic Senate aide told Politico that Congress built in multiple layers of oversight, including “a review of other inspectors general and a congressional review committee charged with overseeing Treasury and the Federal Reserve's efforts to implement the law.”
Legal experts have pointed out that a signing statement is “without legal effect.” But that ignores the fact that oversight is not equal to enforcement. The problem, in my opinion, isn’t that Congress won’t be notified of any abuses of power by Trump. The problem is that congressional Republicans and the judiciary have largely failed to hold him accountable and enforce our laws even after learning of his abuses.

Concerns about the IG

Another potential weakness in the oversight structure is the inspector general position itself. The special inspector general for pandemic recovery, known by the acronym S.I.G.P.R., is nominated by the president and confirmed by the Republican-controlled Senate. As we’ve seen from Trump’s previous nominees, particularly judicial, many unqualified individuals have been confirmed. The Democrats will not have the power to stop the president and Mitch McConnell from jamming through a loyalist to fill the SIGPR role.
Former inspector general at the Justice Department Michael Bromwich: “The signing statement threatens to undermine the authority and independence of this new IG. The Senate should extract a commitment from the nominee that Congress will be promptly notified of any Presidential/Administration interference or obstruction.”
You may recall that Trump has already proven that he’s willing to interfere with the legally-mandated work of an inspector general. When the Ukraine whistleblower filed a complaint last year, the IG of the Intelligence Community, Michael Atkinson, investigated and determined the complaint to be “urgent” and “credible.” Atkinson wrote a report and gave it to Director of National Intelligence Joseph Maguire to hand over to Congress. However, the White House and DOJ interfered and instructed Maguire not to transmit the report to the Senate and House Intelligence Committees. Chairman Adam Schiff had to subpoena Maguire to turn over the report and testify before his committee.
Further, there are already five IG vacancies in agencies that have a critical role in responding to the pandemic. The Treasury itself has not had a permanent, Senate-confirmed IG for over eight months now, and Trump hasn’t nominated a replacement. The Treasury Dept. has taken a lead role in the coronavirus response, with Secretary Mnuchin handling most of the negotiating with Congress on Trump’s behalf. The fact that the lead agency doesn’t have IG oversight should be troublesome in itself; replicating the situation with a special IG doesn’t seem to be a promising solution.
UPDATE: The nation's inspectors general have appointed Glenn Fine, the Pentagon's acting IG, to lead the committee of IGs overseeing the coronavirus relief effort.
This is one of several oversight mechanisms built into the new law. They include:
A committee of IGs (now led by Fine), a new special IG (to be nominated by Trump), a congressional review panel (to be appointed by House/Senate leaders)

Direct payments

Included in the stimulus bill is a $1200 one-time direct payment for all Americans who made less than $75,000 in 2019 (less than $150,000 if couples filed jointly). More details can be found here. I have read that the Treasury will use 2018 information for those who have not filed yet this year, but I am not 100% sure that’ll happen.
Mnuchin has said that Americans can expect to receive the money within three weeks, but many experts expect that timetable to be pushed into late April. Additionally, that only applies to Americans who included direct deposit information on their 2019 tax returns. Those who did not include their bank’s information will have to be sent a physical check in the mail… which could take anywhere from two to four months.
Other options are being discussed, including partnering the Treasury Dept. with MasterCard and Visa to deliver prepaid debit cards. Venmo and Paypal are reportedly lobbying the government to be considered as a disbursement option.
Future payments?
House Speaker Pelosi is already planning another wave of direct payments to Americans, saying that the $1,200 is not enough to mitigate the economic effects of the pandemic: “I don’t think we’ve seen the end of direct payments.” Republicans, meanwhile, are taking a ‘wait and see’ approach, using the next couple of weeks to measure the impact of the $2 trillion bill passed last week.
House Minority Leader Kevin McCarthy: “What concerns me is when I listen to Nancy Pelosi talk about a fourth package now, it’s because she did not get out of things that she really wanted...I’m not sure you need a fourth package...Let’s let this work ... We have now given the resources to make and solve this problem. We don’t need to be crafting another bill right now.”
For the fourth legislative package, Democrats have said they would like to see increased food stamp benefits; increased coverage for coronavirus testing, visits to the doctor and treatment; more money for state and local governments, including Washington, D.C.; expanded family and medical leave; pension fixes; and stronger workplace protections.
Trump’s signature
Normally, a civil servant signs federal checks, like the direct payments Americans are set to receive. According to a Wall Street Journal report, Trump has told people that he wants his signature to appear on the stimulus checks.

THE SIDES

War on the poor continues

Amid the coronavirus crisis, Trump has defended his continued support of a Republican-led lawsuit to dismantle the Affordable Care Act, which would result in 20 million Americans losing health insurance if successful. The Supreme Court agreed to hear arguments in the case this fall. Contrasting with his position that the ACA is illegal, Trump is considering reopening enrollment on HealthCare.gov, allowing millions of uninsured individuals to get coverage before potentially incurring charges and fees related to COVID-19.
Joe Biden called on Texas Attorney General Ken Paxton, who is leading the charge against the ACA, and President Trump to drop the lawsuit:
“At a time of national emergency, which is laying bare the existing vulnerabilities in our public health infrastructure, it is unconscionable that you are continuing to pursue a lawsuit designed to strip millions of Americans of their health insurance and protections under the Affordable Care Act (ACA), including the ban on insurers denying coverage or raising premiums due to pre-existing conditions.”
The Trump administration is also pushing forward with its plan to kick 700,000 people off federal food stamp assistance, known as SNAP (Supplemental Nutrition Assistance Program). The USDA announced two weeks ago that the department will appeal Judge Beryl Howell’s recent decision that the USDA’s work mandate rule is “arbitrary and capricious."
Additionally: The Social Security Administration has no plans to slow down a rule change set for June that will limit disability benefits, the Department of Health and Human Services still intends to reduce automatic enrollment in health coverage, and the Department of Housing and Urban Development will continue the process to enact a rule that would make it harder for renters to sue landlords for racial discrimination.

Lawmakers’ stock transactions

The Justice Department and Securities and Exchange Commission are beginning to investigate stock transactions made ahead of the economic crisis caused by the coronavirus pandemic. CNN reports that the inquiry has already reached out to Senator Richard Burr for information. “Under insider trading laws, prosecutors would need to prove the lawmakers traded based on material non-public information they received in violation of a duty to keep it confidential,” a task that won’t be easy.
Sen. Burr is facing another consequence of his trades: Alan Jacobson, a shareholder in Wyndham Hotels and Resorts, sued Burr for allegedly using private information to instruct a mass liquidation of his assets. Among the shares he sold were an up to $150,000 stake in Wyndham, whose stock suffered a market-value cut of more than two-thirds since mid-February.

Environmental rollbacks

Using the pandemic as cover, the Trump administration has begun to more aggressively roll back regulations meant to protect the environment. These are examples of what Naomi Klein dubbed “the shock doctrine”: the phenomenon wherein polluters and their government allies push through unpopular policy changes under the smokescreen of a public emergency.
On Thursday, the EPA announced (non-paywalled) an expansive relaxation of environmental laws and fines, exempting companies from consequences for pollution. Under the new rules, there are basically no rules. Companies are asked to “act responsibly” but are not required to report when their facilities discharge pollution into the air or water. Just five days before abandoning any pollution oversight, the oil industry’s largest trade group implored the administration for assistance, stating that social distancing measures caused a steep drop in demand for gasoline.
  • Monday morning update: In an interview with Fox News this morning, Trump said he was going to call Putin after the interview to discuss the Saudi-Russia oil fight. A consequence of this "battle" has been plummeting prices in the U.S. making it difficult for domestic companies (like shale extraction) to turn a profit. It's striking that the day after Dr. Fauci told Americans we can expect 100,000 to 200,000 deaths from COVID-19 (if we keep social distancing measures in place), Trump's first action is to talk to Fox News and his second action is to intervene in an international tiff on behalf of the oil and gas industry.
Gina McCarthy, who led the E.P.A. under the Obama administration, called the rollback “an open license to pollute.” Cynthia Giles, who headed the EPA enforcement division during the Obama administration, said “it is so far beyond any reasonable response I am just stunned.”
The EPA is also moving forward with a widely-opposed rule to limit the types of scientific studies used when crafting new regulations or revising current ones. Hidden behind claims of increased transparency, the rule would require disclosure of all raw data used in scientific studies. This would disqualify many fields of research that rely on personal health information from individuals that must be kept confidential. For example, studies that show air pollution causes premature deaths or a certain pesticide is linked to birth defects would be rejected under the proposed rule change.
Officials and scientists are calling upon the EPA to extend the time for comment on the regulatory changes, arguing that the public is unable to express their opinion while dealing with the pandemic.
“These rollbacks need and deserve the input of our public health community, but right now, they are rightfully focused on responding to the coronavirus,” said Representative Frank Pallone of New Jersey, the chairman of the House Energy and Commerce Committee.
Other controversial decisions being made:
  • A former EPA official who worked on controversial policies returned as Administrator Andrew Wheeler’s chief of staff. Mandy Gunasekara helped write regulations to ease pollution controls for coal-fired power plants and vehicle emissions in her previous role as chief of the EPA’s Office of Air and Radiation. In a recent interview, Gunasekara, who played a role in the decision to exit the Paris Climate Accord, pushed back on the more dire predictions of climate change, saying, “I don't think it is catastrophic.”
  • NYT: The plastic bag industry, battered by a wave of bans nationwide, is using the coronavirus crisis to try to block laws prohibiting single-use plastic. “We simply don’t want millions of Americans bringing germ-filled reusable bags into retail establishments putting the public and workers at risk,” an industry campaign that goes by the name Bag the Ban warned on Tuesday.   • Kentucky, South Dakota, and West Virginia passed laws putting new criminal penalties on protests against fossil fuel infrastructure in just the past two weeks.
  • The Hill: The Environmental Protection Agency (EPA) said Friday that it will extend the amount of time that winter gasoline can be sold this year as producers have been facing lower demand due to the coronavirus. It will allow companies to sell the winter-grade gasoline through May 20, whereas companies would have previously been required to stop selling it by May 1 to protect air quality. “In responding to an international health crisis, the last thing the EPA should do is take steps that will worsen air quality and undermine the public’s health,” biofuels expert David DeGennaro said.
  • NYT: At the Interior Department, employees at the U.S. Fish and Wildlife Service have been under strict orders to complete the rule eliminating some protections for migratory birds within 30 days, according to two people with direct knowledge of the orders. The 45-day comment period on that rule ended on March 19.
  • WaPo: The Interior Department has received over 230 nominations for oil and gas leases covering more than 150,000 acres across southern Utah, a push that would bring drilling as close as a half-mile from some of the nation’s most famous protected sites, including Arches and Canyonlands National Parks… if all the fossil fuels buried in those sites was extracted and burned, it would translate into between 1 billion and 5.95 billion metric tons of carbon dioxide being released into the air. That upward measure is equal to half the annual carbon output of China

Court updates

Press freedom case
Southern District of New York District Judge Lorna Schofield ruled that a literary advocacy group’s lawsuit against Trump for allegedly violating the First Amendment can move forward. The group, PEN America, is pursuing claims that Trump “has used government power to retaliate against media coverage and reporters he dislikes.”
Schofield determined that PEN’s allegation that Trump made threats to chill free speech was valid, providing as an example the White House’s revocation of CNN correspondent Jim Acosta’s press press corps credentials:
”The threats are lent credence by the fact that Defendant has acted on them before, by revoking Mr. Acosta’s credentials and barring reporters from particular press conferences. The Press Secretary indeed e-mailed the entire press corps to inform them of new rules of conduct and to warn of further consequences, citing the incident involving Mr. Acosta… These facts plausibly allege that a motivation for defendant’s actions is controlling and punishing speech he dislikes.”
Twitter case
The president suffered another First Amendment defeat last week when the full 2nd Circuit Court of Appeals declined to review a previous ruling that prevents Trump from blocking users on the Twitter account he uses to communicate with the public. Judge Barrington D. Parker, a Nixon-appointee, wrote: “Excluding people from an otherwise public forum such as this by blocking those who express views critical of a public official is, we concluded, unconstitutional.”
Trump-appointees Michael Parker and Richard Sullivan authored a dissent, arguing the free speech “does not include a right to post on other people’s personal social media accounts, even if those other people happen to be public officials.” Park warned that the ruling will allow the social media pages of public officials to be “overrun with harassment, trolling, and hate speech, which officials will be powerless to filter.”
Florida’s felon voting
U.S. District Judge Robert Hinkle ripped into Florida Governor Ron DeSantis’s administration for failing to come up with a process to determine which felons are genuinely unable to pay court-ordered fees and fines, which are otherwise required to be paid before having their voting rights restored.
“If the state is not going to fix it, I will,” Hinkle warned. He had given the state five months to come up with an administrative process for felons to prove they’re unable to pay financial obligations, but Florida officials did not do so. The case is set to be heard on April 28 (notwithstanding any coronavirus-related delays).

ICE, Jails, and COVID-19

ICE
One of the most overlooked populations with an increased risk of death from coronavirus are those in detention facilities, which keep people in close quarters with little sanitation or protective measures (including for staff).
Last week, U.S. District Judge Dolly Gee ordered the federal government to “make continuous efforts” to release migrant children from detention centers across the country. Numerous advocacy groups asked for the release after reports that four children being held in New York had tested positive for the virus:
“The threat of irreparable injury to their health and safety is palpable,” the plaintiffs’ lawyers said in their petition… both of the agencies operating migrant children detention facilities must by April 6 provide an accounting of their efforts to release those in custody… “Her order will undoubtedly speed up releases,” said Peter Schey, co-counsel for the plaintiffs in the court case.
On Tuesday, 13 immigrants held at ICE facilities in California filed a lawsuit demanding to be released because their health conditions make them particularly vulnerable to dying if infected by the coronavirus. An ACLU statement says the detainees are “confined in crowded and unsanitary conditions where social distancing is not possible.” The 13 individuals are all over the age of 50 and/or suffering from serious underlying medical issues like high blood pressure.
“From all the evidence we have seen, ICE is failing to fulfill its constitutional obligation to protect the health and safety of individuals in its custody. ICE should exercise its existing discretion to release people with serious medical conditions from detention for humanitarian reasons,” said William Freeman, senior counsel at the ACLU of Northern California.
Meanwhile, ICE is under fire for continuing to shuttle detainees across the country, with one even being forced to take nine different flights bouncing from Louisiana to Texas to New Jersey less than two weeks ago. That man is Dr. Sirous Asgari, a materials science and engineering professor from Iran, who was acquitted last year on federal charges of stealing trade secrets. The government lost its case against him, yet ICE has had him in indefinite detention since November.
Asgari, 59, told the Guardian that his Ice holding facility in Alexandria, Louisiana, had no basic cleaning practices in place and continued to bring in new detainees from across the country with no strategy to minimize the threat of Covid-19...Detainees have no hand sanitizer, and the facility is not regularly cleaning bathrooms or sleeping areas…Detainees lack access to masks… Detainees struggle to stay clean, and the facility has an awful stench.
Jails
State jails are making a better effort to release detained individuals, as both New York and New Jersey ordered a thousand people in each state be let out of jail. The order applied only to low-level offenders sentenced to less than a year in jail and those held on technical probation violations. In Los Angeles County, officials released over 1,700 people from its jails.
A judge in Alabama took similar steps last week, ordering roughly 500 people jailed for minor offenses to be released to lessen crowding in facilities. Unlike in New York and New Jersey, however, local officials reacted in an uproar, led in part by the state executive committee for the Alabama Republican Party and Assistant District Attorney C.J. Robinson. Using angry Facebook messages as the barometer of the community’s feelings, Robinson worked “frantically” to block inmates from being released.
  • Reuters: As of Saturday, at least 132 inmates and 104 staff at jails across New York City had tested positive for COVID-19, the disease caused by the coronavirus… Since March 22, jails have reported 226 inmates and 131 staff with confirmed cases of COVID-19, according to a Reuters survey of cities and counties that run America’s 20 largest jails. The numbers are almost certainly an undercount given the fast spread of the virus.

Tribe opposed by Trump loses land

On Wednesday, The Federal Bureau of Indian Affairs announced the Mashpee Wampanoag Tribe’s reservation would be "disestablished" and its land trust status removed. Tribal Chairman Cedric Cromwell called the move "cruel" and "unnecessary,” particularly coming in the midst of a pandemic crisis. Rep. Bill Keating (D-Mass.), who last year introduced legislation to protect the tribe's reservation as trust land in Massachusetts, said the order “is one of the most cruel and nonsensical acts I have seen since coming to Congress.”
The administration’s decision is especially suspicious as just last year Trump attacked the tribe’s plan to build a casino on its land, tweeting that allowing the construction would be “unfair” and treat Native Americans unequally. As a former casino owner, Trump has spent decades attacking Native American casinos as unfair competition. At a 1993 congressional hearing Trump said that tribal owners “don’t look like Indians to me” and claimed: “I might have more Indian blood than a lot of the so-called Indians that are trying to open up the reservations” to gambling.
More than his past history, however, Trump has current interests at play in the Mashpee Wampanoag’s planned casino: it would have competed for business with nearby Rhode Island casinos owned by Twin River Worldwide Holdings, whose president, George Papanier, was a finance executive at the Trump Plaza casino hotel in Atlantic City.
In the Mashpee case, Twin River, the operator of the two Rhode Island casinos, has hired Matthew Schlapp, chairman of the American Conservative Union and a vocal Trump supporter, to lobby for it on the land issue. Schlapp’s wife, Mercedes, is director of strategic communications at the White House.
