Afterward CJ goes to the briefing and looks up because Toby is standing there. Toby puts his hands on his heart in response to CJ looking at him.

I was watching this episode yesterday (I’ve seen the series a bagillion times) and my partner who is doing her first watch of the series asked, “Why does President Bartlet tell Toby to ‘apologize to CJ for whatever you did’?” I gave my interpretation that Bartlet knows that the arms deal with Qumar is upsetting to CJ, and Toby who would typically be opposed to it on moral grounds, finds himself, instead, squaring off with CJ. And Toby responds by coming to her briefing and demonstrates to her that he’s sorry and understands how hard it is for her.
What do you guys think?

This episode always hits me hard - at several points...
C.J.: You're protesting because you think the Smithsonian isn't paying proper respect to what you and the soldiers of the tenth armored, third army, risked and lost your lives for six decades ago. How would you feel, in the hypothetical I just described if I told you that at my press briefing at the end of the day I was announcing that we were selling tanks, missiles and fighter jets to the nazis?

C.J.: You know, if I was living in Qumar I wouldn't be allowed to say "Shove it up your ass, Toby," but since I'm not, shove it up your ass, Toby.
Later in the episode...
C.J.: The point is that apartheid was an East Hampton clambake compared to what we laughingly refer to as the "life" these women lead, and if we had sold M1-A1s to South Africa 15 years ago, you'd have set the building on fire. Thank God we never needed to refuel in Johannesburg.

What's the deal with Qumar?

I'm watching the show for the first time and absolutely loving it. I just got to season 3 ep 9 and for the first time (I think), the show introduced a completely fictional country. I understand why they did it...kind of. They compare Qumar to the Nazis and discuss the possibility of a war in the not-too-distant future. I guess that would offend the sensibilities of a real country.
But West Wing has made up plenty of damning things about real countries so far! Haiti has a coup, Colombia nearly gets invaded, India and Pakistan almost start WW3... Idk it hurt my immersion a little bit. If the show wants to call out Qatar or the UAE or Saudi Arabia maybe they should.

Can you talk to me about why Amy wanted to change the language in the treaty in S3E9 Women of Qumar?

I’m rewatching WW, and I didn’t quite understand then and I don’t understand now the argument Amy makes for dropping “forced” in the treaty they’re signing outlawing prostitution.
Later in the episode Donna makes an excellent point with which I agree, she says leaving off “forced” in “forced prostitution” condones consensual prostitution.
Edit: I guess what I’m trying to ask is did I understand her argument wrong or what is the reason Sorkin wrote in a swerf into the show?

What are the bounds of fictionalization in a "real world" setting?

Hi writers!
I'm not a writer myself, but read, listen to, and watch the work of writers and there is something that has interested me for years that I haven't been able to find a meaningful discussion on. I'd love to hear your thoughts!
When writing fiction set in The Real World how on earth do y'all determine what, exactly, can and can't be made up? For example, in The West Wing, a show clearly designed to be in 'the real world':
Neither of these things demand explanation, nor convince me that I'm in an "alternate" world. However, let's say that
I would suddenly feel as though I was watching a show in some parallel universe, especially in the case of West Nebraska.
I'm interested in current thoughts on the topic, but also how it's changed over time (Victor Hugo, for example, would reference real people but obscure their names "Cardinal R-----") so if this is a topic that somebody has lots of thoughts about but nobody has ever wanted to listen to you rant about it I'm a very eager listener!

I am deeply in awe how relevant this show still is now.

I'm not sure if it's a good thing or bad thing that we still suffer the same issues 20 years later.

C.J.: What I meant was, that the public will not forgive a President who withheld information that could have helped them or saved lives. Second, in a crisis, people need to feel like soldiers, not victims. Third, information breeds confidence, silence breeds fear. That's my argument.
